Chinhoyi council battles leakages

Beleaguered Chinhoyi Municipality has resolved to printing new receipt and invoice books as one of a cocktail of measures aimed at plugging financial leakages that have crippled operations and its ability to service debts.

Addressing an ordinary council meeting on Tuesday, Chamber Secretary Abel Gotora said there was urgent need for council to embed security features on all receipt and invoice books.

This, he said, should be reviewed biannually to stop the printing of counterfeit documents by unscrupulous individuals.

“The receipt books have been in use for too long and are subject to manipulation so there is need for them to be updated with features like water marks,” he said.

The meeting also recommended all employees who received receipt books and did not return them to do so and disciplinary action taken on the said staffers.

Presenting the Audit committee minutes, Councillor Blackmore Nyangairo reiterated the need for effective control of receipt books in circulation by constantly monitoring the inventory register.

H-Metro is reliably informed the municipality is seized with numerous fraud cases, with some either under internal disciplinary consideration or at the criminal courts.
