The City of Harare says its customers are not paying bills which has seen council struggling to recover a $13.8 billion debt.
City’s spokesperson Michael Chideme confirmed that most council customers were in arrears.
“Most of our customers are in arrears and reluctant to pay and they are owing over Z$13.8 billion.
“Failure to pay the debts has compromised service delivery.
“Council is using summons and the courts to recover the debts,” he said.
Chideme said they are engaging debt collectors.
Most of the stakeholders who are owing the city council include commercial, industry, domestic, government, general and sundry.
The debt age’s analysis is from September 30.
