A former top cop who was serving as the head of transport and logistics at the Zimbabwe Republic Police has appeared in court charged with fraudRobert Masukusa, 47, was not asked to plead when he appeared before Harare regional magistrate Francis Mapfumo.
Masukusa is a former Senior Assistant Commissioner who was the Chief Staff Officer Transport and Logistics department which was responsible for overseeing all operations of the transport and logistics departments.
Operations within the Police Transport department involves purchasing, repairing, conducting surveys, and keeping of records for all ZRP vehicle fleet.
It’s the State’s case that in November 2015, Masukusa being the overall authority of ZRP transport acted contrary to his duties and used his position and took his personal vehicle, a Mercedes Benz which he had purportedly bought at an auction carried out on the behalf of the ZRP by KM Auctions, to Isoquant Investments t/a ZIMOCO for repairs under the ZRP account.
The ZRP account maintained at ZIMOCO only caters for repairs done on police vehicles not personal vehicles.
In a bid to counter that provision, Masukusa deceived ZIMOCO with a fake vehicle number thereby making them believe that it was a police vehicle.
On November 27 that year, Masukusa had his vehicle’s rear shocks fixed again at ZIMOCO and had the front SAM renewed and coding carried out on January 6 in 2016.
On April 12 2016, he is alleged to have taken his car to ZIMOCO again and renewed his brakes, right rear driveshaft and carried out full wheel alignment.
By means of this misrepresentation and abuse of office, ZRP lost $7 147.
