HARARE regional magistrate, Hosea Mujaya, has issued a warrant of arrest for politician Dzikamai Mavhaire.
Mavhaire in his capacity as the former energy minister, was summoned by the State to testify in a matter involving former ZPC chairperson Stanley Kazhanje’s abuse of office but defied the call forcing the action.
According to the State led by Brian Vhito, Mavhaire has however, responded to his summons through an affidavit which he recused himself from giving his testimony in court.
The State yesterday applied for his warrant of arrest saying it was avoiding further prolonging the matter as they still want to lead evidence from Mavhaire.
The State case emanates from between December 11, 2015 and January 20, 2016, when ZPC paid Intratek $1 263 154 in advance for the implementation of the much publicised Gwanda Solar project.
However, the power deal ran into some trouble before Kazhanje allegedly received $10 000 into his personal Barclays Bank account from Chivayo’s Intratek’s CBZ account.
The State alleges that the former ZPC board chair, presided over a meeting where it was resolved that the company must pay services direct to Intratek’s subcontractors instead of terminating the said contract.
This resulted in ZPC paying Intratek another $4 387 849 as advance payment despite any fulfilment of obligation.
It is also the State’s case that the $10 000 paid to Kazhanje and failure to terminate Intratek’s contract can be reasonable suspicion of an influence of abuse of office on the part of Kazhanje.
Prior to his appointment as ZPC Board Chair, Chizhanje was contracted to Intratek through his company called Terminal Engineers (Pvt) Ltd.
