ZIMSTAT procurement officer up for fraud

A former procurement officer at ZIMSTAT was yesterday dragged to court to answer to fraud charges involving over ZWL$1 million.
The suspect Rumbidzai Anscaria Bhunu from Domboshava was not asked to plead when he appeared before Harare magistrate Dennis Mangosi.

The complainant is ZIMSTAT represented by the Head Internal and Risk Cladious Matizira.

Allegations are that on March 11, a purchase request was made by Shorai Rungwende of ZIMSTAT Stores department to the Procurement department for an HP printer with a scanner.

Bhunu planned to get extra money from it and acting in connivance with one Tapiwa from Online experts trading as M and K Media forged quotations from the other two suppliers Scantop IT Solutions and Laptop Zone with higher prices so that a purchase order would be granted to Online Experts.

It is alleged that pursuant to her plan, Bhunu instructed Loveness Chigava who is on attachment and working under her supervision to prepare a comparative order which she recommended to the Director General at ZIMSTAT Taguma Mahunde who approved it and resultantly a purchase order was granted to Online Experts for ZWL$795 520 on the misrepresentation that the quotations from the two suppliers were genuine when in fact they were forged.

In the second count it is alleged that a request was made by Rungwende Mutambwa of the IT department to the procurement department for 20 solar power banks.

Bhunu connived with Aganang Consultancy Private Limited and forged quotations from two suppliers namely Connacord and Cofficiel ICT with higher prices so that a purchase order would be granted to Aganang Consultancy.

She reportedly instructed Loveness Chigava to go with a recommended comparative order to the Director General Taguma Mahunde who approved it and resultantly a purchase order was granted to Aganang Consultancy for ZWL$286 005 on the misrepresentation that the quotations from the two suppliers were genuine.

It is reported that in the third count a purchase request was made by Rosemary Mandivheyi of the Admin department to the procurement department for cartridges and she forged quotations prompting ZIMSTAT to grant a purchase order to Indiewealth for ZWL$728 700.
